Help Please Error 631 Edge Modem Will Not Connect

I have a ux38on with an unlocked EDGE Modem- I restored the UX from a partition- when I try to connect using the EDGE WWAN with a UK Orange or t-mobile sim, I get: Error 631 the user disconnected modem- reception bars are showing ok and i even re-installed the wwan driver from the pack-...any ideas please???
